Urgent Calls for Meta to Enhance AI Deception Detection Following Misleading Video Incident
Meta has been urged by its own advisory panel to intensify efforts to combat the spread of deceptive content generated by artificial intelligence (AI) across its platforms. The social media behemoth's Oversight Board, consisting of 21 members, voiced these concerns as it criticised Meta for not adding an informative label to an AI-manufactured video falsely depicting severe destruction in Haifa, Israel, by Iranian forces.
This body has recommended a comprehensive revision of Meta's AI regulations, citing a surge in counterfeit AI videos pertaining to global military conflicts. This surge, the board argued, “has compromised the public's capacity to differentiate between myth and reality … fostering a widespread distrust in all forms of information.”

In response, Meta has committed to appropriately labelling the contentious video within a week of the board's statement.
Established in 2020, the Oversight Board acts as a semi-autonomous entity overseeing content moderation decisions on Meta’s platforms, which encompass Facebook, Instagram, and WhatsApp. Despite often challenging Meta's decisions, the company has progressively relaxed its content governance policies, casting doubt on the board's influence.
The board highlighted that the handling of the video in question is indicative of “inefficiencies in Meta’s current methods during times of armed conflict.”
Meta's approach usually involves waiting for users to either voluntarily disclose when their posts are AI-generated or for complaints to emerge, which then might prompt the content moderation team to apply a label to the post.
However, the board believes this strategy falls short. It argues for a more aggressive stance on labelling counterfeit AI content, especially during crises or conflicts when platform engagement surges.
This critique was triggered by a video posted in June by a Facebook account from the Philippines, purporting to be a news source. Following the outbreak of conflict, this was among numerous fake AI videos that emerged on social media, with some accumulating over 100 million views, according to a Reporters report from that period.
Despite recognising the video as AI-generated and knowing it depicted falsehoods, along with receiving multiple user complaints, Meta initially chose not to label the video as AI-generated nor to remove it.
It wasn't until the Oversight Board intervened, following a direct appeal from a Facebook user, that Meta acknowledged the concerns raised.
Meta later argued that the video, which attracted close to a million views, didn’t necessitate any label nor removal as it didn’t pose “a direct risk of imminent physical harm.”
The board contended that such rationale sets an unreasonably high threshold for action on AI-generated content, particularly concerning armed conflict, concluding that the video warranted a “high risk AI label.”
In urging Meta to improve its screening of deceitful AI-generated content on its platforms, the board emphasised the importance of enabling users to “distinguish between what is authentic and what is spurious.”
Meta, in its statement, has agreed to consider the board's recommendations for handling “identical” content under “the same context” as the video in focus in any future instances.
