Driving Changes Ahead: UK's Plan for Safer Roads with Enhanced Senior Testing
The UK Government Unveils Pioneering Road Safety Strategy
In a bold move to make the nation's roads safer, the UK government has announced its first comprehensive road safety strategy in over a decade, specifically targeting England and Wales. While certain aspects of the strategy are already in place in Scotland and Northern Ireland, this new approach aims to significantly reduce the number of fatalities and serious injuries on the road.

Central to the strategy are several key proposals, now open for public consultation, which could directly impact drivers across the country.
Enhanced Testing for Senior Drivers
One of the standout proposals is the introduction of regular vision and cognitive assessments for drivers aged 70 and over. Currently, senior drivers are only required to self-declare that their eyesight meets the necessary standards. Under the new plan, they would need to verify their ability to read a number plate from 20 metres away every three years. It's worth noting that NHS offers free eye tests for individuals over 60 throughout the UK. Additionally, the Department for Transport (DfT) is exploring the possibility of cognitive testing for older drivers.
Mandatory Learning Period for Learners
For new drivers, the government is considering a mandatory learning phase of up to six months between their theory and practical exams. The aim is to afford learner drivers ample time to hone their skills, including navigating different driving conditions. The suggestion includes accounting for both formal lessons and informal practice. Drawing from international examples, such minimum learning periods could slash accident rates by up to 32%. This potential change comes as learner drivers already face an extensive wait for practical tests, a situation exacerbated by the Covid-19 pandemic, with expected delays continuing until late 2027.
Tighter Drink-Driving Thresholds
A major revision to drink-driving regulations is also on the table. Proposals include lowering the blood alcohol concentration limit for learner and newly qualified drivers to approximately 20mg per 100ml of blood, with a reduced limit of around 50mg for all other drivers. This would align more closely with the current limit in Scotland. Additionally, certain drink-drive offenders may be mandated to install “alcolocks” in their vehicles, preventing their use if the driver fails a breath test. The DfT is also considering a review of penalties associated with drink driving.
Motorcycling and Enforcement Reforms
The government plans to reassess the process of learning to ride a motorcycle, with potential enhancements to training and safety equipment standards. There's also the ambition to expand Project Prime, designed to promote safer riding on rural roads.
Furthermore, the strategy outlines tougher measures for road regulation enforcement. New powers could see drivers suspected of drink or drug driving having their licences suspended pending court proceedings. Additional measures might include penalty points for seatbelt violations and harsher penalties for driving without insurance or a valid MOT, targeting those using “ghost” number plates eluding automatic recognition.
These proposals mark a significant step towards safer roads in England and Wales, with the public encouraged to engage in the consultation process to shape the final strategy.
