“Nobody is reaping benefits from this,” laments Goran Raven, his gaze sweeping the bustling forecourt.

As the clock strikes 17:00 on a bustling Friday afternoon in Romford, the influx of customers seeking to fill up might suggest good business. However, Raven's mood is far from uplifted.

Spanning four generations, Raven's family-run petrol station now faces one of its toughest challenges yet, exacerbated by the recent conflict in the Middle East. This conflict has propelled oil prices skywards, pushing petrol to an 18-month peak and diesel to the steepest increase in over two years, as reported by the RAC.

Such price volatility has not only led to fluctuating pump prices but has also brought Raven and his staff face-to-face with disgruntled customers.

“Our prices have absolutely skyrocketed,” Raven shares, a tone of dismay in his voice. “Elevating prices for the consumer is the last thing any business wishes to do.”

For smaller establishments like Raven's, the spike in prices has left them with little choice.

In contrast, larger fuel retailers and supermarkets, purchasing their fuel in bulk and in advance, often experience a more delayed impact from the rising wholesale prices, thanks to their ability to secure more favourable rates.

However, smaller independent stations like Raven's are at the mercy of daily spot prices, paying for fuel based on the live market price of the day, which makes them highly susceptible to the immediate fluctuations in oil prices.

“The moment the tanker rolls in, we're hit with the price dictated by the market that day, not a price fixed weeks prior,” explains Raven. His storage facilities can barely accommodate a day's worth of fuel. “By 08:00, we're informed of the new price,” he continues, often unaware of the cost until after the tanks are replenished.

This situation can lead to substantial financial shocks, with expenses for a single tanker load potentially escalating by £2,000 overnight.

For a small family business, absorbing such hikes is challenging, let alone dealing with the mounting customer hostility.

Raven has made concerted efforts to clarify the reasons behind the price increases, engaging with customers onsite and via social media. “We've strived for transparency and openness. Despite our best efforts, some responses have been outright hostile towards my staff,” he reveals.

Amidst understanding the frustrations, Raven deems such behaviour towards his team as unjust, with instances of fuel theft also on the rise.

The PRA has expressed concern over what it describes as the government's “inflammatory rhetoric,” warning that it could fuel poor behaviour among the public.

Energy Secretary Ed Miliband's recent comments on vigilance against price gouging and the promise to intervene if consumers are being exploited have drawn criticism from the PRA. The association argues against the accusation of profiteering, indicating that some members might even incur losses, especially on diesel.

However, with the Competition and Markets Authority keeping a close eye on the sector for any signs of non-transparency or anti-competitive behaviour, hopes are pinned on a forthcoming report in April.

Meanwhile, the introduction of a new fuel finder app, now embracing over 90% of fuel retailers, aims to foster a competitive fuel market.

Raven understands the concerns regarding profiteering but insists, “That's not what's happening here. Operating on a 4% profit margin is hardly exploiting the situation.”

Raven remains hopeful for a resolution in the Middle East, assuring that any reduction in costs will be immediately reflected in his pump prices. “The moment we benefit from any savings, our customers will be the first to know,” he pledges.
