Labour’s Rail Revolution: South Western Railway to Return to Public Control
South Western Railway is reportedly set to become the first rail operator renationalised by the Labour government, as the party begins fulfilling its promise to bring rail services back into public hands.
Labour's commitment to renationalising railways as existing operator contracts expire aligns with South Western's franchise ending in May 2025. According to the *Financial Times*, control of the network will transition to the Operator of Last Resort (OLR), the government body tasked with managing renationalised rail services.
This development follows the passage of a new law in late November, enabling the government to take back rail contracts.
A Shift from Privatisation.
Railways in the UK were privatised during the 1990s, leading to a surge in usage. However, the system has faced growing criticism for high fares and inconsistent service quality. Detractors argue that privatisation has created an inefficient and fragmented network.

Labour, as part of its manifesto, pledged to renationalise the majority of rail services within five years. The coronavirus pandemic accelerated a partial shift to public control, with most train operators in England moving to contracts where they earn a fixed fee while financial risks are borne by taxpayers.
Growing Public Control.
South Western Railway will join other major operators already under public management, including East Coast Mainline, TransPennine, Northern, and South Eastern. Transport for Wales and ScotRail were also brought under government control by Welsh and Scottish authorities in 2021 and 2022, respectively.
With more than 1,500 services running each weekday, South Western Railway serves as a vital commuter link across south-west London, southern England, and parts of East Anglia. Its renationalisation is expected to be a significant milestone in Labour's broader efforts to reshape the UK's rail network.
