Numerous individuals in the UK who discovered a new drone among their Christmas gifts may soon encounter an unexpected requirement, with a mandate kicking in next week that necessitates passing a theory examination before they're permitted to pilot their drones outside.

Commencing 1 January, anyone aiming to operate drones or model aircraft that weigh over 100g outdoors will need to pass an online theory test conducted by the Civil Aviation Authority (CAA) to obtain a Flyer ID, a requirement that was previously obligatory only for drones of a heavier class.

It's estimated by the regulator that this new rule could affect up to half a million UK residents.

CAA representative Jonathan Nicholson highlighted the growing popularity of drones as festive gifts and underscored the importance of adhering to legal guidelines. “As we see the introduction of new drone regulations this week, it's crucial that all drone operators register, secure a Flyer ID, and adhere to the established regulations,” he stated.

Nicholson further emphasized, “We encourage everyone to enjoy their drones, but it's essential they familiarise themselves with the new regulations to ensure they operate their drones safely and legally.”

The CAA's new stipulations categorise drones and model aircraft based on their weight or class, extending the Flyer ID requirement to any drone exceeding 100g in weight for outdoor flight.

Moreover, owners of drones weighing more than 100g that are also equipped with a camera must register with the CAA to receive an Operator ID, in addition to passing the theory test to secure a five-year Flyer ID license.

Aiming for Clarity and Safety
The CAA asserts that the updated rules are intended to be more straightforward and facilitate the safe proliferation of drone usage throughout the UK.

The requirements also extend to younger enthusiasts, with specified guidelines for various age groups. Children under 13 years of age are obligated to acquire a Flyer ID and must complete the complimentary flyer theory test under the supervision of a parent or guardian to do so.

Furthermore, youths aged 12 and under must always be under the supervision of an individual over 16 years old when flying drones, and their parents are also obliged to get an Operator ID.

The CAA is also advising current drone owners and ID holders to familiarise themselves with the new regulations, which delineate prohibited flying zones and outline measures to safeguard privacy when operating drones equipped with cameras.

Violating these regulations by flying a drone or model aircraft without the requisite IDs could lead to penalties, including fines or, in more grave instances, imprisonment.

However, enforcement of these rules may prove challenging, according to Dr Alan McKenna, a law lecturer at the University of Kent. Speaking to the Reporters, he opined that, although most individuals are likely to comply with the UK's updated outdoor drone flying regulations, there remains a risk of some attempting to bypass these rules.

Dr McKenna pointed out, “There will always be individuals who either inadvertently err or choose to ignore the regulations,” while also highlighting broader concerns regarding the impact of increasing drone usage on aspects such as environmental sustainability, privacy, and safety.
